So if they signed every single player at slot it would be 9.9m...obviously not realistic...

I hate to bring money into it, but I think it's pretty clear that there are teams who are willing to get $100,000 guys for every pick 11-40 and there are teams that are not willing to spend that extra 1-2 million or whatever it comes to by maxing out the later rounds.

The mets (I think) fall into the category of trying to save that 1-2 million (last year they signed 10 guys from the last 30 rounds with 2 overslots, Sabol and Flexen.

Overslotting depends on having money left from the first 10 rounds, so that's not a good measuring stick, and, granted, I haven't researched this at all, but I'll bet the Yankees and Redsox and a few others, maximize the later rounds.
