No, he signed this year during or near the end of the Dominican Instructional League.
According to Badler he was an under the radar guy. 6 months ago he was throwing 93 and getting $10K offers. He moved to DR and spent two months training. Improved his mechanics and got stronger. His fastball jumped to 97. Then just before his 18th birthday he hit 99.

Yoenis Cespedes’ little brother, Yoelkis Cespedes will be declared a free agent by March 18th, per Jesse Sanchez of MLB.com.
22 year old outfielder, said to have “loud tools” and an 80 grade arm. Potential five tool talent. Expect a showcase of some sort over the next few months.
He will be subject to IFA rules, so likely to sign after 7/2 when teams have their new pools.
