MLB reopened the 2019-2020 international signing period yesterday. It will now run till October 15. Not sure how much, if any, pool money the Mets have left.
The Cardinals have already signed 18 year old RHP Edwin Nunez for $525K. He's reported to be throwing in the upper 90's and peaking at 100.
